Charles Wills was born on 1st March 1838 at Newton Abbot in Devon. He came to Bristol in 1859 and associated himself with civic affairs becoming a city councillor in 1883. In the 1890's he was a prime mover in getting the Avonmouth Docks developed to accommodate the larges ships afloat. He served as Sheriff in 1898 and died in 1921.
